Iruña to the Basques—the historical capital of the old Kingdom of Navarre in northern Spain, has hitherto been known mainly for its annual Festival of San Fermín, with its running-of-the-bulls immortalised by Ernest Hemingway in “The Sun Also Rises”, and as a stop on the Camino de Santiago pilgrimage route. Now the small city is seeking a different form of cultural validation, by taking a path well-trodden in Spain: the opening of a snazzy new museum.

The Museo Universidad de Navarra, tucked into a hillside outside the city center, is most obviously inspired by nearby Bilbao, where the Frank Gehry-designed Guggenheim has been breathing life into post-industrial torpor since 1997.

Spain Slashes Sales Tax on Art

In an effort to stimulate Spain’s cultural economy, the country’s government has brought the sales tax for works of art from 21% down to 10%. Spain’s Deputy Prime Minister, Soraya Saenz de Santamaria, said, "It is a measure to support creators of works including paintings, sculptures, art galleries, art dealers, antique dealers and the world of plastic arts in general."

Back in 2012, Spain’s government attempted to put a cap on rising public deficit by raising the general sales tax to 21% from 18%. Spain’s Prime Minister Mariano Rajoy and his conservative government hope that lowering the tax will help promote and defend culture in the country.

Stolen Rembrandt Masterpiece Found in Serbia

Serbian police recovered Rembrandt’s (1606-1669) Portrait of a Father on Tuesday, March 12, 2013, seven years a after it was stolen from the Novi Sad City Museum located in the northern city of Novi Sad. Police arrested four people in connection to the 2006 heist that involved three other paintings including a work by the Flemish Baroque painter Peter Paul Rubens (1577-1640), a 17th century piece by the Italian Baroque painter Francesco Mola (1612-1666), and another painting from the 16th century by an unknown German-Dutch artist.

Rembrandt, one of the greatest painters and printmakers in European art history, painted Portrait of Father in 1630 and it is estimated to be worth around $3.7 million. The painting was stolen 10 years prior to the 2006 robbery, but it was eventually recovered in Spain.

None of the other works involved in the Serbian heist have been found.

United States authorities have seized over 2,200 pieces of art by pioneering American photographers including Alfred Stieglitz (1864-1946) and Edward Weston (1886-1958). The works, which were sent from Texas to New Jersey last year, were relocated to a warehouse in New York in July 2012. Before they were seized, the works were supposed to be shipped to Spain where they would be exhibited in a private home.

The U.S. Attorney’s Office in Newark, New Jersey announced in a court filing that the works, which are valued at approximately $16 million, were purchased with funds from a scheme that sold fake credits for renewable energy. The leader of the ploy is Philip Rivkin, owner and CEO of the Houston-based company, Green Diesel. Rivkin is accused of using money fraudulently funneled through his business to buy the photographs. Rivkin has not yet been charged with a crime.

The seized artworks include multiple Stieglitz prints including one his wife, the artist Georgia O’Keeffe (1887-1986), which was sold for $675,000 and an Edward Steichen (1879-1973) print titled Greta Garbo for Vanity Fair, which was purchased for $75,000. The court filing, which was announced on Friday, March 1, 2013, asks Rivkin to forfeit the works to U.S. authorities.

Early Picasso Drawing Discovered in Spain

Staff members at the Picasso Museum in Barcelona, Spain discovered an early portrait by Pablo Picasso (1881-1973) while restoring a different work by the 20th century Spanish artist. Workers removed the cardboard backing on Portrait of the Artist’s Mother (1896), which was executed by a 15-year-old Picasso, revealing a charcoal drawing of a man with a pipe.

Reyes Jimenez, head of restoration at the Picasso Museum, believes that the charcoal work is older than the portrait of the artist’s mother. The charcoal drawing is an important piece because it illustrates Picasso’s artistic tenacity as well as his mastery of challenging techniques from a young age. The newly discovered drawing suggests that Picasso’s early knowledge was greater than previously believed.

The Picasso Museum, which opened to the public in 1963, houses one of the most extensive collections of artworks by Picasso. It was the first museum dedicated solely to the work of Picasso and the only one created during the artist’s lifetime.

The Museo del Prado, the main Spanish national art museum located in Madrid, received the largest private donation in decades on Tuesday, January 29, 2013. Prado officials announced that the museum was the recipient of 12 medieval and Renaissance works by Spanish artists.

Barcelona-based businessman and engineer Jose Luis Varez donated the collection to the institution during a ceremony, which counted the Spanish Prime Minister Mariano Rajoy among its guests. Jose Pedro Perez Llorca, president of the Prado’s board of trustees, said, “These aren’t times of lavish state spending, so this donation is generous and tremendously timely.” Spain’s dire economic standing has led to severe spending cuts in an attempt to meet public deficit targets.    

The recently acquired paintings and sculptures include the central panel of an altarpiece from a church in northeastern Spain titled The Virgin Tobed (1359). The Catalan Italo-Gothic painting is believed to be by 14th century artist Jaume Serra (died after 1405). The works will join the Prado’s exemplary collection, which includes paintings by Spanish masters such as El Greco (1541-1614), Diego Velázquez (1599-1660), and Francisco de Goya (1746-1828).

To thank Varez for his generous donation, the Prado will name a room in the museum in his honor.

Opening on Sunday, December 16 at the Museum of Fine Arts, Houston, Portrait of Spain: Masterpieces from the Prado, will present over 100 masterpieces from one of the world’s most renowned collections of European paintings. Spanning from the 16th century through the 19th century, the exhibit explores the evolution of painting in Spain through the works of artists such as Francisco de Goya (1746-1828), El Greco (1541-1614), and Diego Velázquez (1599-1660). There will also be works on view by non-Spanish artists who influenced the country’s artistic development including Peter Paul Rubens (1577-1640), Giovanni Domenico Tiepolo (1727-1804), and Titian (circa 1488-1576).

The exhibition marks the first time that Madrid’s Museo Nacional del Prado has lent such a considerable selection from their permanent collection to a museum in the United States. The loan is part of a new initiative by the museum to broaden access to its illustrious holdings.

The works, which include both paintings and works on paper, are mainly courtly and spiritual paintings that explore the realms of society, culture, politics, and religion in Spain. The exhibit was previously on view at the Queensland Art Gallery in Brisbane, Australia, but ended its run last month. Portrait of Spain will be on view at the Museum of Fine Arts in Houston through March 31.

Louvre Opens Extension in Poor French City

In response to critic’s who say French art is elitist, the Louvre has embarked on the “Louvre-Lens” project and have built an extension of the museum in the poor mining city located in northern France. The project, which opens this week, is housed in a glass and aluminum structure and stands in stark contrast to the rest of the impoverished area.

While the Louvre is well intentioned, locals are wary. French President, Francois Hollande, visited the museum on December 4 but failed to venture outside the institution’s walls. While art is welcome, locals feel they are in greater need of expanded job opportunities and a more stable economy. Still, the Louvre hopes that they can help transform Lens similarly to how the Guggenheim Museum turned the burned-out, industrial city of Bilbao, Spain into a travel destination.

Lens was leveled as a result of World War I and II. After that, the city spent decades as mining area and endured many related tragedies. After the last mine closed in 1986, the city fell into poverty. Now one of the country’s poorest cities, Lens has an unemployment rate of 24 percent; the national average is 9 percent.

Designed by a Japanese firm, the museum boast two large exhibition spaces and features a diverse body of work including Cycladic sculptures, Egyptian statues, 11th century Italian mosaics, and Leonardo da Vinci’s restored masterpiece, The Virgin and Saint Anne.

Bodies and Shadows: Caravaggio and His Legacy opened on Sunday at the Los Angeles County Museum of Art (LACMA). The exhibition is devoted to the Italian painter Michelangelo Merisi da Caravaggio, (1517-1610) one of the most historically influential artists, best known for his use of lighting as well as his sensitivity to the physical and emotional state of his subjects.

The show at LACMA will feature an unprecedented eight works by Carvaggio himself. Fifty additional paintings will explore his influence on painters from France, Spain, and the Netherlands including Georges de La Tour, Gerrit van Honthorst, Velazquez, and Simon Vouet. The exhibition will be on view through February 10, 2013.

Bodies and Shadows was co-organized by LACMA, the Musee Fabree, the Musee des Augustins, and the Wadsworth Athenaeum Museum of Art. All four museums are members of the consortium the French Regional American Museum Exchange. The exhibition will travel to the Wadsworth Athenaeum after LACMA from March 8, 2013 through June 15, 2013.

Pair Pleads Guilty to Selling Stolen Matisse

Pedro Antonio Marcuello Guzman of Miami and Maria Martha Elisa Ornelas Lazo of Mexico City have pled guilty to selling a stolen Henri Matisse painting on Miami’s black market. The duo admitted to FBI agents that they knew the $3 million painting, Odalisque in Red Pants (1925), had been stolen before making a deal to sell it to an undercover officer who was part of a sting operation. The pair was arrested after the sale was made.

The painting has been missing from Venezuela’s Sofia Imber Contemporary Art Museum since approximately 2002 when it was swapped for a fake. Some speculate the switch went unnoticed for years. Even though Interpol, the FBI, and police in France and Spain have investigated the case, the details of the theft remain a mystery. However, Guzman and Lazo said in court that they were told museum employees hung the forgery in place of the original.

Although the painting has been recovered, it has not been returned to Venezuela. Guzman faces 10 years in prison for conspiracy to transport and sell stolen property, while Lazo faces five years. The pair is scheduled to be sentenced in January.
